摘要
剖析城市平面交叉路口交通拥堵的危害和成因，提出一个能疏导城市平面交叉路口、大幅度提高通行能力的新策略：在平面交叉路口修建地下非机动车通道的方案，满足了不拆毁路口四周的建筑、不增加路口的地面占地面积的限制条件。
In this paper,the danger and the cause to form the traffic congestion on the urban intersection has been analyzed,a new strategy to guide traffic flow and to increase capacity on urban intersection has been suggested.This new strategy is to build tunnel of bicycle and pedestrian under the urban intersection,which needn't increase the total intersection area on the earth's surface,and needn't demolish the buildings around the intersection too.A lot of advantage and the applicability of the strategy is given.
