摘要
文章通过对西安对外开放的总体态势的纵向和横向对比及综合排名,发现西安对外开放水平在纵向上不断提高,在横向上总体水平偏低,且在15个副省级城市中排名靠后。在进一步发展的过程中,存在项目储备不足,招商机制不畅,投资环境不尽人意等问题。建议在充分认识对外开放新形势的前提下,提升战略,优化体制,进一步整合对外开放资源,优化投资环境,并以此为基础制定、完善和落实各项对外开放政策。
By contrasting the general opening situation and comprehensive rankings of Xi＇an vertically and horizontally,we found that the level of opening up in Xi＇an is not high in vertical,and horizontal low in 15 sub-provincial cities on the list.In the course of further development,there are some problems such as projects inadequate reserves,poor investment mechanism,unsatisfactory investment environment and other issues.This text recommends to fully understand the premise of the new situation of opening up,improve strategies and optimize the system,further integration of open resources,optimize investment environment,and on this basis to develop,improve and implement the opening-up policy.
