摘要
在中华民族的水事活动中,管水历来都既是行政行为,也是文化行为。治水和管水促进了中国古代国家制度的形成。"水为国之财富"的重要观念在春秋战国时期即已确立,水资源管理也成为国家行政管理的重要内容之一。中国社会的水管理机构和水管理制度有着悠久历史,在社会发展中起到了重要作用,中华民族对水资源进行管理的理念和实践活动体现了东方文化智慧。21世纪的水管理面临新的形势和任务,水管理工作应当树立新的水文化理念,合理汲取传统水文化的思想智慧,实现水管理的与时俱进。
In the Chinese nation＇s affairs concerning waters, water management is administrative and cultural. Water control and water management promotes the formation of Chinese ancient state system. The important concept that water is the country＇s wealth was established during the Spring and Autumn Period（770-476B. C. ）. Water management has become one of the important content in governmental administration. Water management agencies and water management systems of China have a long history and play an important role in social development. The Chinese nation＇s water management concept and practices embody the wisdom of the Oriental culture. Water management is confronted with the new situation and task in the 21st century. Water management should establish a new water culture concept and draw traditional water culture wisdom to realize the obiective of keeping pace with the times.
