摘要
公共利益的实现有赖于政策的有效执行,但政策执行过程中却发生众多公共利益与集团利益、公民个人利益冲突的事件,致使政策执行陷入困境,公共利益难以实现。只有通过协调三者之间的关系,才能解决这一困境。
