摘要
广泛而有序的公民参与既是民主政治和政治现代化的主要衡量指标和实现途径,也体现了民主与法治、参与与秩序、发展与稳定的有机统一。浙江省的乐清、温岭、海宁和杭州等地,在创新与拓展地方公民政治参与的途径方面进行了大胆探索。根据四个地方的实践特色,总结出三类扩大公民有序政治参与途径的模型构建:现有制度突破型、体制内外融通型和媒体放大型。三类模型各自选取了不同的突破口和着力点,能够为我国地方公民参与的进一步发展提供思路启示和操作参考。
The comprehensive and orderly political participation of Chinese citizens is the main index and the major way of achieving democratic politics and political modernization.And also it embodies the unification of democracy and government by law,participation and order,development and stabilization.In Yueqing,Wenling,Haining and Hangzhou,Zhejiang Province,effective surveys have been made in the ways of creating and opening up local citizens’ political participation.According to four different practices,we have summarized three models in expanding local Chinese citizens’ political participation,breaking model of existing system,impenetrating model of out and in system,and broadening model by media.These three models have their own entrance and emphasis,which can prove valuable trains of thought and references of operation for developing Chinese local citizens’ political participation.
