摘要
新型农村养老保险具有公共产品属性,离不开地方政府的财政支持。本文通过明确新农保制度下地方政府的支付责任,分析试点地区地方政府财政支付面临的问题,并提出相应的对策建议。
With the attributes of public product,new system of rural endowment insurance cannot go without financial support by local government.This paper,by identifying the responsibility of payment for local government in the new system of rural endowment insurance,analyzes the problems of financial payment faced by local government in pilot region and makes related suggestions.
