摘要
城市土地产权制度是城市土地制度的核心,土地制度对土地利用的约束主要表现为对土地产权的约束。城市土地产权制度的效率影响甚至决定着城市土地资源的利用效率。本文以城市土地产权的现状为基础,从城市土地产权的全面性、排他性及可转让性等角度分析城市土地产权效率,从提高城市土地产权效率的角度改革中国土地产权制度,以达到提高城市土地资源的配置效率、完善城市土地产权、化解由土地产权制度引起的诸多矛盾的目的。
Urban land property rights system is the core of urban land system.The main restraints of land-use from land system are constraints of land property rights.The efficiency of urban land property rights system affects,even decides the use of efficiency of urban land resource.Basing on the situation of urban land property rights,analysising the efficiency of urban land property rights from the comprehensive、exclusive and negotiable view,reforming China's land property rights system from the view of raising the efficiency of the urban land property rights,this paper aims to improve the allocation efficiency of urban land resource,improve urban land property and resolve the contradictions arising from the land property rights system.
