摘要
当前,随着世界工业经济的快速发展,人口的剧增,二氧化碳大肆的排放,导致了臭氧层受到了前所未有的破坏,世界气候发生了很大的改变,全球气温升高,给人类带来的灾难也愈演愈烈。面对全球变暖,如何运用法律机制确保低碳经济快速平稳的发展,成为人们普遍关注的焦点,探索全球化形势下我国应对气候变化的立法的完善机制显得非常迫切和必要。
With the industrial economy developing rapidly,the population explosion and carbon dioxides emissions have and destroyed the ozonosphere unprecedentedly.The world climate changes seriously,especially the global temperature rises quickly which have brought about more intensified disaster.For the global warming,how to apply law mechanism to ensure low-carbon and rapid economic development becomes the focus of people＇s attention.Under such circumstances,how to explore China＇s respond to climate change and the improvement of the legislation mechanism of the global situation are very urgent and necessary.
