摘要
建立以行政首长为重点的行政问责制度是新时期党中央、国务院大力建设责任型政府的突出表现,这一举措突出反映了党和国家坚持以人为本、贯彻落实科学发展观的决心与勇气。但是,在当前省部级高官引咎辞职制度中,普遍存在的诸如理念偏颇、上辞下免、明辞暗复等问题也不容忽视。为了进一步完善引咎辞职制度,规范行政问责制度,构建有效责任政府的制度规范,需要分析这些问题形成的原因,并明确引咎辞职的条件、相关责任人的责任以及后续任用等问题。
Establishing the administrative accountability system focusing on the executive heads is the Party Central Committee and the State Council's outstanding performance in building a responsible government during the new historical period.This action highlights the determination and courage of the Party and the State,which uphold people-oriented banner and implement the concept of scientific development.However,in the current system of provincial and ministerial officials who take the blame and resign,the common existent problems,such as the concept of bias,on-resigned and down-dismissed,and open-resigned and private-reinstated,shouldn't be ignored.In order to further improve the system of resignation,to standardize the administrative accountability system,and to build an effective system of responsible government norms,it is important to analyze the reasons causing such problems,and to further clarify the conditions of the resignation,the responsibility of the relevant person and follow-up appointments and other issues.
