摘要
煤炭资源型城市在发展建设过程中走的是一条赶超型工业化道路,存在支柱产业单一,资源综合利用程度低,环境压力大,后备资源不足,城、矿关系不顺,竞争力不强,城市负担过重等问题,其都是制约资源型城市转型发展的瓶颈。所有煤炭资源型城市都面临"煤竭城衰"的潜在威胁,必然要经历"建设—繁荣—衰退—消亡或转型"的过程。如何实现城市的可持续发展,是所有煤炭资源型城市急需考虑的问题。基于产业耦合理论,认为煤炭资源型城市因地制宜,发展循环经济产业集群,是实现可持续发展的最佳战略选择。
The coal resource-based city is on a surpassed industrialization road that companied with several questions such as the single core industry,the low comprehensive utilization of resource,the pressures on local environment,the shortage of reserved resource,the conflicts between the local city and the coal mine,the weak competitiveness of the city,and the heavy burden of the city,during the past decades.Obviously,all of these questions make a bottleneck that restricts the transformation of the resource-based city.Since all coal resourced-based cites are facing the same potential threats of exhausted coal resource and the decline of the cities,and they would inevitably experience the process of construction,prosperous,declining,dying or transformation.Therefore,how to realize the sustainable development is an urgent question that must be considered by all these coal resource-based cities.The cities＇ industrial structure has an influence on the cities＇ development of economy.Based on industrial coupling theory,this paper thinks about that coal resource-based cities should select appropriate industrial clusters on the background of the development of circular economy according to the local condition,and this road should be the best strategic choice to realize the cities＇ sustainable development.
