摘要
将不希望产出纳入生产框架,假设只有能源投入可控,建立了基于DEA的全要素能源效率模型,在此基础上测度了我国各省区能源效率不同和效率趋同条件下的能源效率潜力。结果表明:我国目前能源效率仍十分低下,存在着严重的能源浪费,每年浪费的能源为50%左右;2006~2010,2011~2015年我国能源效率潜力分别约为80和110亿t标准煤。测算"十一五"期间实际节能量相当于理论能源效率测度结果的10%左右,最后提出了提高能源效率的相关建议。
Treating the factors influencing environment as undesirable outputs within a production framework,assuming that only energy consumption as an input is a controllable factor,a total factor energy efficiency model based on data envelopment analysis(DEA) is established in this paper,the potential of energy efficiency in China's regions or provinces under different energy efficiency and converging energy efficiency is measured.The results obtained show that energy efficiency is still very low in china at present,energy wastes about 50% each year and it is a great quantity.The potential of energy efficiency in China is about 8 billion tons of standard coal from 2006 to 2010 and 11 billion tons of standard coal from 2011 to 2015.This paper also analyses the energy savings,and gets a conclusion that actual energy savings is only 10% of measured energy efficiency during the period of the Eleventh-Five-Year Plan.At last,some suggestions for the improvement of energy efficiency were put forward also.
