摘要
建立城乡统筹的医疗保障制度,实现全体国民病有所医,是完善中国社会保障体系、构建和谐社会的重要任务之一。针对现行医疗保障制度中存在"城乡差异"的突出问题,结合大连的数据,对现行医疗保障制度的现状及其城乡差异的表现予以分析,并提出统筹城乡医疗保障制度的对策建议,如发挥政府的主导作用、加快整合各种医疗保障制度、构建多渠道医保筹资体系等。
It is an important task in the process of perfecting China＇s social security system and constructing harmonious society to construct medical care system of planning urban and rural areas as a whole and make sure that all nationals have medical service when they are sick.According to outstanding problems in current medical care system,i.e.urban-rural difference,and combining data in Dalian,the paper analyzed the status quo of current medical care system and features of urban-rural difference,and brought forward the suggestions for overall planning urban-rural medical care system,such as exerting governmental function,accelerating the conformity of all kinds of medical care system,establishing diversiform financing channels and so on.
