摘要
文章结合土库曼斯坦巴格德雷合同区域A区块地面集输工程项目,分析了海外总承包项目受金融危机影响的因素,并通过采取以收定支、控制项目资金流量、加强项目预算、集中力量抓采购、加强进度款催交和索赔、加大当地分包量、加大雇用当地员工等应对措施,最大限度地降低了项目的风险和损失,确保了工期。
Associated with the surface gathering project at A Block of Bagrad,Turkmen,the factors affecting overseas EPC contract project by financial crisis are analyzed.The following countermeasures are taken to cope with financial crisis: expenditure determined by revenue;controlling project fund flow;enhancing project budget and procurement managements;calling in arrears of project progress and counterclaim;increasing local subcontract quantity and local employees.Thus,risk and loss of the EPC project are reduced to the greatest extent and the project schedule is guaranteed.
