摘要
天元区在发挥土地资源优势过程中创造性地开展工作,为国家级高新区建设作出了积极贡献。但是,在城郊集体土地征用过程中,存在补偿标准补偿范围偏低偏窄、征地收益分配不合理而导致失地农民权益受损;土地征收主体多程序不完备而导致操作不规范;失地农民安置方式单一而导致社会保障不到位等问题。解决这些问题,主要途径是适度提高征地补偿标准、合理分配土地收益、严格规范征地行为、多渠道安置失地农民,着力构建失地农民的长效保障机制。
Tianyuan area creatively carries out work during the process of playing advantages of land resources,which has made positive contribution in the construction of the national hi-tech industrial development zones.However,during the suburb collective land acquisition,there are some problems： very low standard of compensation,narrow scope of compensation and unreasonable income distribution has led to the damage and loss of land-requisitioned farmers＇ rights and benefits;there are a lot of the subjects of land acquisition and incomplete procedures that has brought about the lack of standardization;the sole settlement approach of land-requisitioned farmers has led to social security arrangement unavailable,etc.The major approaches of solving these problems are to appropriately improve the compensation standard of land acquisition,rationally distribute land interests,strictly standardize land acquisition behaviors,and relocate the land-requisitioned farmers through multiple channels so as to put forth.
