摘要
苏州工业园区将政府"掌舵"与社会组织"划桨"合理分开,营利性社会组织和非营利性社会组织之间合理分工,通过园区社区管理理念、体制创新,使社区管理绩效提升明显,园区经济科技发展软环境明显优化,园区各项事业科学健康发展,基本实现了国家、市场和社会互动合作、协同共进的治理绩效。
