摘要
参与式预算作为一种更加民主的预算决策机制,源于巴西。在我国最早实行参与式预算的是浙江温岭,其后在联合国发展基金会的支持下,哈尔滨和无锡也进行了试点,之后,上海一些地区也进行了参与式预算的尝试。虽然目前在中国已经有多个地方实行参与式预算,但是,中国的参与式预算主要是以温岭和哈尔滨、无锡模式为主。
As a kind of more democratic decision-making mechanism,participatory budget originates in Brazil.In our country,the earliest city to carry out participatory budget is Wenling of Zhejiang Province.After it,Harbin and Wuxi make the pilot under the support of United Nations Development Fund,and some regions of Shanghai make the attempt on participatory budget.Though,at present,there are many cities carry out the participatory budget in China,the pattern of participatory budget in China takes Wenling,Harbin and Wuxi as main.
