摘要
以对日本警察衔阶等级、升职年限、工资待遇和达到(主要)衔阶最小年龄等的初步分析为基础,得到几点启发与思考:中国警察招录如果实行国家公务员和行政区划公务员(即国家公务员、地方公务员)两条线运行机制,可能更利于地方优秀人才的选拔;报考警察的学历规定是一个值得研究的重要课题;把警衔管理纳入警察素质能力养成的整体规划之中,使"行政管理积极服务于警察全面素质提高的思维"值得关注和重视。
Based on preliminary analysis of the rank-level of the Japanese police, promotion period, wages, and the minimum age to the (mainly) rank, get some inspiration and thought: if Chinese police recruiting implement two lines of operating mechanism of national civil servants and administrative divisions civil servants (that is, national civil servants and local civil servants), may be more conducive to the selection of local talents; the education provisions to apply police is an important issue worthy of study; take the rank management into the overall planning to develop the quality and ability of the police, to put "the thinking of administration's active service to improve the overall quality of the police" into concern and attention.
