摘要
应用2006年5个省份110份农户调查问卷,结合农业水价综合改革试点工作,分析了农民灌溉水费承受能力研究的现状及存在问题,提出传统方法不能全面真实反映农民的承受能力。通过调查数据分析,农民灌溉水费承受能力的影响因素主要包括经济因素和心理因素,据此提出了在不同类型地区应测定不同的心理承受能力系数和经济承受能力系数的新承受能力测算模型的初步设想。
Based on investigation questionnaires＇ of 110 rural households from 5 provinces in 2006, the status and the existing problems of the studies made on the farmers＇ bearing capacity of irrigation water fees are analyzed herein in combination with the comprehensive reform experiments concerned on the agricultural water price, and furthermore, it is pointed out that the traditional methods can not fully and truly reflect the farmers＇ bearing capacity on the irrigation fees. Through the analysis on the relevant investigation data, it is found out that the impact factors on the farmers＇ bearing capacity of irrigation water fees mainly consist of economic factor and psychological factor. Hereby, a new primary assumption of bearing capacity estimation model is put forward, i.e. various coefficients of psychological bearing capacities and various coefficients of economic bearing capacities must be estimated in accordance with the characteristics of various kinds of regions.
