介绍了村级公益事业一事一议财政以奖代补政策的背景、实施步骤、补助方法和标准。重点介绍了江西省林业公益事业实施一事一议政策情况及效果。江西省2010年涉林以奖代补中央及地方财政配套投入1.76亿元,林农自筹资金1.05亿元。各县逐步构建村级公益建设投入的长效机制,在一定程度上缓解了林改后林区公益性事业资金短缺的矛盾。
The paper gives the background, implementation steps, subsidies methods and standards subsidies of village-level public welfare of a ＂One Discussion for One Case＂ fiscal policy. Jiangxi Forestry highlights the implementation situation and results of a proposed public welfare policy. Jiangxi Province in 2010 concerning the central and local forest 176 million investment in the financial support, farmers 105 million self-financing. County and village gradually build long-term mechanism of public construction investment, to a certain extent, relieve the contradiction of the shortage of forest pubilic funds after the forest tenure reform.
