摘要
技术生态风险既要末端治理更需源头防范,源头防范必须构建多维的综合性防范体系,它应包括企业和政府的主体防范,科研院所、高等院校和社会个体防范,以及非营利组织等方面的防范。末端治理要选择一定理论思想指导下的可持续实践路径,表现在产业规划、技术试验、企业经营、生产工艺四个层面。
We should prevent ecological risk from technology not only at the end but also guard against the source.The source must be constructed to prevent a comprehensive multi-dimensional prevention system,which should include prevention of the main business and government,research institutes,universities and social individual prevention,and non-profit organization and other aspects of prevention.Theoretical ideas of ecological risk prevention technologies under the guidance of the performance of the practice of the path planning in the industry,technical testing,enterprise management,production processes of four levels.
