摘要
为消弭城乡二元结构和建立新型城乡关系,国家政治视城乡公共服务一体化为城乡协调发展的突破口,并将社会事业建设重点转向农村。城乡公共服务一体化蕴含丰富内容,其逻辑起点在于农村人共同需要的公共事务。因此,城乡公共服务一体化制度建设一定要围绕农村公共事务进行,同时还要在价值取向、供给主体、主要领域和内原动力等方面把握好其原则要求。
To eliminate the urban-rural dual structure and establish a new relationship between urban and rural areas,the country＇s politics regards the urban-rural integration public service as a effective way to coordinated development of urban and rural areas and switch its key point of social undertakings to the rural construction.The integration of public service in urban and rural area has much content,and the logical starting point lies in the common needs of rural people in public affairs.Therefore,the institution construction of the urban-rural integration public services must focus on rural public affairs,especially value orientation,the subjective of supply,the main field,the inner driving force.
