摘要
美国加利福尼亚州的土地利用分区管制具有土地用途管制和规划目标分解的双重作用,保证了综合规划长期战略与日常土地管理之间目标转换。通过对加利福尼亚州《综合规划指导》的解读,对土地利用分区管制的组织、实施、评价,及其与土地分割和规划土地用途的衔接进行了论述。通过研究可以看出,加利福尼亚州的土地利用分区管制政策实现了综合规划宏观目标与微观管理的转换,同时保证了土地利用分区与土地分割、规划土地用途之间的一致性。这对我国土地利用总体规划宏观战略目标的实现和日常土地管理都有很好的借鉴意义。
Land use zoning policies in California have a dual function of land use control and strategic target decomposition, which guarantees the efficiency of the long-run goals of the general planning and routine administration of land use. This paper delineates the organization, application, evaluation of land use zoning policies and its consistency with land division and land use designation in the general planning, based on ＂General Plan Guidelines of California＂. It is evident that land use zoning policies in California achieve conversion of macro-scale targets of the general planning into micro-level and routine administration of land use as well as the consistency between land use zoning and division and land use designation, which provides useful reference for the overall land use planning and land administration in our country.
