摘要
斯沃普计划是企业福利资本主义实践者杰勒德.斯沃普为了使大危机时期的美国企业摆脱困境而制定的一项工业稳定计划。其核心内容是建立政府支持下的工业自我管制以及由政府与企业共同实施的福利计划。该计划提出之际正处于美国由胡佛自愿联合主义向罗斯福国家干预政策的过渡时期,它不但是企业应对大危机的重要举措,而且由于罗斯福对该计划的认可而对新政时期的工业复兴及社会保障改革产生了重大影响。
The Swope Plan was an Industrial stability plan suggested by the welfare capitalists Gerard Swope,which aimed at extricating the big businesses from predicament by the management of the government.The plan was composed of the businesses' self-regulation supposed by the government and welfare plans carried out by the government and the businesses.The plan was in the transitional moment of Hoover's Volunteerism to Roosevelt's state interventionism,which was not only an important measure of the big businesses dealing with the Depression,but also was important to the New Deal's industrial recovery and the social security reform because of Roosevelt' support.
