摘要
优抚安置制度是国家对军人及其家属给予物质照顾和精神抚慰的一种制度。完善优抚安置对象合法权益保障体系,实现依法共享改革发展成果,有利于维护社会稳定,促进社会主义和谐社会的构建,同时也是推进社会主义法治国家建设、深化社会主义市场经济体制改革与全面建设小康社会、构建和谐社会的应有之义。为提高保障水平,应完善相应的法律、法规与政策;落实经费预算,健全资金自然增长机制;推进优抚安置服务保障工作社会化。
The special care and placement system is one by which the Chinese Government provides materials and expresses compassion mainly for servicemen and their families.It is helpful to maintain social stability and promote the socialism harmonious society by improving the special care and placement system to share in the fruits of reform and development in accordance with laws.It is also the proper meaning of building a socialist state under the rule of law,deepening the reform of China＇s socialist market economy and building the comparatively good living standard and harmonious society.In order to enhance the level of social security,we should improve related laws and regulations,implement budget and perfect the natural capital growth mechanism,and promote the socialization of the special care and placement.
