摘要
国内外中小企业集群发展实践表明,完善的政府服务功能在中小企业集群发展中具有不可替代的重要作用。辽宁省政府在中小企业集群发展中已实现了融资、信息、科技、人才培训、市场交易等全方位服务功能,但在形成促进中小企业集群要素集聚的长效机制及政府服务功能有效落实等方面仍存在深层次问题,因此,必须从中小企业集群发展的政策导向、支撑体系建设、人才储备及区域品牌形象塑造等战略层面进一步完善政府服务功能。
The practice of the development of the medium and small-sized enterprise cluster at home and abroad indicated that the complete function of governmental service has the irreplaceable uses in the development of the medium and small-sized enterprise cluster.Although Liaoning provincial government has set the system of governmental service which covers finance,information,science and technology,personnel training and market trading for the medium and small-sized enterprise cluster,there are still highlighted problems such as not setting long effectiveness mechanism on the elements muster and uncompleted implementing the uses of governmental service function.As a result,the government service functions including policy orientate,support system building,labor reserve and regional brand image creating are needed to be completed.
