摘要
市场的有效运行离不开政府作用。在我国的市场发育程度较低,自我管理水平较差的条件下,产学研合作的有效运行更需要政府参与。论文讨论我国产学研合作三方的功能、动力机制,以及合作中产生的交易成本、资金、组织内部协调等问题,特别是产学研合作与创新和国家发展战略的关系,更加明确现阶段政府推动产学研合作是我国政府的职能所在,是我国经济条件下的必然。同时也指出,政府的作用不是替代市场,随着我国市场机制的逐步完善,政府的干预应该在某些领域退出或减弱,并最后走向平等参与。
Effective operation of the market can not work without the intervention of the government.Due to the low level of market development and poor self-management in our country,government plays a positive role in such cooperation.The paper discusses the function and dynamic mechanism of industry,academy and research,studies the issues of transaction cost,capital and organization internal coordination,and focuses on the relationship between the cooperation of industry,academy and research and strategic development.The paper also makes it clear that government plays the key role in promoting the cooperation of industry,academy and research.Then,the paper indicates government is not the market.With the improvement of our market mechanism,government intervention should quit or reduce in some areas and finally reach equal participation.
