摘要
本文在对上海各区县总部经济发展情况进行全面调研的基础上,构建了总部经济评价体系,并从市场环境、配套资源、制度政策等方面对上海各区县总部经济的发展进行了综合评价。实证结果表明,上海所具有的市场需求和市场发展环境以及集聚效应是影响总部经济发展最重要的因素。研究还发现,教育资源、医疗资源等配套环境在总部经济发展中扮演着越来越重要的角色,而总部经济并没有遵循政策的指导方向。因此,上海在发展总部经济的过程中应重视总部经济政策与企业总部需求之间的契合性,着力培育适合总部经济发展的市场环境。同时,应加强区县之间的统筹,建立促进上海各区县总部经济发展的协调机制,提高各类企业配套对接的能力,充分发掘总部经济的集聚效应与溢出效应,形成区县多层次、错位竞合的总部经济发展格局。
In this paper, We build a system Headquarters economic evaluation on the basis of a comprehensive research, and from the market environment, supporting resources, institutional policy and other aspects of the Shanghai headquarters of the districts. The empirical results show that Shanghai has the market demand and market developments affecting the environment and the combined effect of the headquarters of the most important factor in economic development, the study also found that educational resources, medical resources, such as supporting the economic development environment in the headquarters of an increasingly important role to play and the headquar- ters of the economy and did not follow the policy orientation. Therefore, the Shanghai headquarters of the process of economic development should pay attention to economic policy and corporate headquarters between the needs of the fit of the headquarters, cultivated for market based economic development. At the same time, we should strengthen co-ordination between districts established to promote economic development in Shanghai headquarters of the district coordination mechanism, enhance the ability of various types of companies supporting the docking fully explore the headquarters of the combined effect of the economy and the spillover effect, the formation of multi-county level, dislocation the headquarters of competing economic development pattern.
