摘要
清雍正初年,西藏发生了噶伦内讧和卫藏战争的严重事件,对清政府边疆和西藏地方的安宁构成了严重威胁,但同时又为清政府进一步加强西藏地方的施政提供了绝好机遇。雍正帝以高屋建瓴之势运筹对藏的施政,其问题之复杂、事务之繁多、酝酿之繁复,都前所未有。然而能以变通之方针原则,通盘筹划,严厉治乱,其步骤之周详、措施之适当、制度之深入、影响之深远,也是前无所有,是清代治藏史上的一个里程碑。本文除积极肯定雍正治藏的业绩之外,重在对其产生的思想、动因、影响和历史启示及评价作一探讨,以补前人之些许漏遗。
At the beginning of Yongzheng's reign happened the Galoins' internal clashes and the wars in the Central Tibet which threatens severely the security of border areas and the Central Tibet.However,they also provide a favorable opportunity for Qing to consolidate its rule in Tibet.Based on the strategies of flexibility,all-around planning and severe punishment,the administrative policies of Yongzheng Emperor,which are unprecedented in the history,have a far-reaching effect and establish a new milestone for Qing's rule of Tibet.By enumerating the accomplishments of Yongzheng's rule of Tibet,this paper highlights the origin,effect and the historical inspiration of these administrative strategies.
