摘要
常规能源资源的日益减少及环境的恶化使能源供应结构的改变成为日益紧迫的任务。而阳光发电是最具有潜力的可再生能源。大力发展我国光伏发电产业需要政府的政策支持。本文将德国政府对屋顶光伏发电的政策支持效用与中国对屋顶光伏发电的政策支持进行对比,以期从政策的支持视角,支持的透明度,支持的可获得性及支持的可操作性等分析我国光伏发电政策对屋顶发电的不足之处,并提出建议。
Increasingly reduced conventional energy reserves and the degradation of environment make the energy supply structure change as an urgent task.The renewable energy,especially solar energy,is the most potential energy resource for the socio-economic development.The preferential governmental policies function as the accelerator promoting the solar energy utilization,particularly for the photovoltaic development.To figure out the appropriated governmental policy,the comparison between the German policies and Chinese ones are conducted from various perspectives in this paper,and relevant suggestions are put forward.
