摘要
信息技术的进步和信息社会的建立,要求公共管理模式进行相应的调整,透明政府已成为国家和国际组织的主要改革趋势。政府信息公开立法和电子政府虽然在一定程度上增加了民众获取公共信息的渠道,但是由于存在信息垄断、不确定吸纳和偏好伪装,上述透明政府的建设方法可能与透明政府的理想模式存在着差距。认为通过例外情况、标准程序和保障机制能够完善信息分享结构,落实透明的实践,并尽量达到透明政府的信息分享结构的理想状态。
With the development of information technology and the construction of information society, the public administration mode is required to make corresponding adjustments. Constructing transparent governments has become the main reforming trend of countries and international organizations. Although the government information publication legislation and electronic government have increased people＇s acquirement approaches of public information, due to the information monopoly, uncertain absorption and preference protection, however there may be distance between the construction methods mentioned above and ideal mode of transparent government. This paper considers that by exceptional situation, standard procedures and guarantee mechanism, the information sharing structure can be perfected, the transparency can be practiced, and the ideal status of transparent government＇s information sharing structure can be reached.
