摘要
目前，国内能源出现严重的供求矛盾，在工业加速发展以及能耗行业需求增加的情况下，有限的能源供给显得力不从心。因此，中国必须加大能源资源的投入力度，对能源资源的管理必成为重中之重。本文分析了能源资源管理中存在的问题，探讨了产生这些问题的原因以及当前使用的能源市场定价的缺陷。指出了忽视资源有价性观念的危害，提出了解决能源资源管理问题的途径，包括运用制度、税收和价格等手段，宏观调控与市场机制相结合，为中国能源资源管理提供配套措施。
Recently, the conflict of domestic energy between supply and demand is greatly sharpened. The reason is limited energy supply cannot fulfill the increased energy needs of fast industry develop and energy-consume industry. Therefore, we must increase investing on energy resource development. In this situation, it becomes vitally important to enhance the energy resources management. It is the issue about the energy resources management that is discussed in this thesis; meanwhile the reason why these problems become matter and the limitation of price constitute in energy market is also in point. It is pointed out in the paper that the harm of the ignorance of the conventional concept that the energy resources have own value, and bring forward the way to solve these problems, including using the measure of system, revenue, and price. Combining macrostructure and market mechanism, these measures can provide strong support to the continual development of economic.
