摘要
信息质量(Information Quality,IQ)是科技信息资源共享发展的前提,是实现共享信息价值的必要保证。但从目前现状看,共享信息的IQ问题日渐成为阻碍信息有效利用的一个突出制约因素。基于我国科技信息共享建设中信息质量管理(Information Quality Management,IQM)存在的问题,提出科技信息资源共享建设中构建信息质量管理机制的基本框架,包括IQM的动力机制、控制机制、资源整合机制、技术创新机制、保障机制、评价机制、微观组织内部IQM自我约束机制以及IQM提升机制等方面。
Information quality （IQ） is a prerequisite for the development of sharing science and technology （S＆T） information resource, and the necessity to assure to achieve the value of sharing information. However, in the current situation, IQ issues of information resource sharing are increasingly apparent, which has become the key impact factor of China＇s S＆T information resource sharing in a prominent. This paper, based on the existing IQ problems under the science and technolo- gy information resource sharing environment, put up to establish an information quality management （IQM） mechanism framework system for S＆T information resource sharing in China, including incentives mechanism, quality control mechanism, resources integration mechanism, technological innovation mechanism, guarantee mechanism, assessment mechanism, IQM self-restricting mechanism, and the IQ upgrade mechanism and so on
