摘要
制定激励政策,推动科技服务业发展是世界各国普通采取的措施。美国、日本和英国,在实践中分别形成了市场主导型、政府主导型和多元混合型的激励政策体系,在推动本国科技服务业快速发展过程中,形成了自己鲜明的特色和成功的经验。比较各国的激励政策,得出普遍的规律,可以为我国科技服务业激励政策的制定和完善提供可资借鉴的参考。
Developing incentive policies to promote the development of science ＆ technology service has become the ordi- nary practice widely adopted by the world. The United States, Japan and the United Kingdom, have formed their own dis- tinct characteristics and successful experience, carrying out the mode of market - oriented, government - led multi - policy system in the practice respectively, which promotes the rapid development of its science ＆ technology service incentive poli- cy system. By the comparison individual country~ incentive policy, some general rules could thus be drawn which provide a reference to our science ＆ technology service policy adoption for the development and improvement of incentive policy in our country.
