摘要
公民图书馆权利是指公民依法享有的自由、平等利用图书馆及其设施获取知识和信息的权利。文章列举了这一权利在宪法、行政法、地方法规以及部门规章中的立法表现,指出其在当前立法中存在数量偏少、质量不高、立法内容简单、立法技术粗糙等几方面的不足,提出了完善我国公民图书馆权利保障的一些建议。
Citizen library rights refer to citizen right of using the library and its facilities freely and equally aiming at acquiring knowledge and information. This paper enumerates the mani- festation of the rights in the legislation of constitution, administrative laws, local regulations and department rules, points out the deficiencies of current legislation such as small amount, low quality, simple legislative content and rough legislative technique, etc. , and puts forward some suggestions on perfecting the security of citizen library rights in China.
