摘要
本文分析了高校基建项目在决策、设计、施工招投标、施工、竣工验收、审计等阶段造价管理中存在的问题,探讨如何有效控制投资,在避免浪费的基础上提出了相应的对策建议:高校作为落实全过程造价管理的责任主体,应利用自身的优势,加强全过程造价管理的意识,实质性推进全过程造价管理;构建全过程造价管理的组织机构和全过程造价管理体系,实现各阶段造价管理的良性互动和有机衔接,使投资效果最优化。
The problems of university infrastructure projects were analyzed in different phases(such as decision-making,design,construction bidding,construction,completion acceptance and audit,etc).It was discussed how to control the investment effectively.On the basis of avoiding waste,the corresponding countermeasures and suggestions were put forward.Colleges and universities should take the responsibility to implement the whole process of cost management with desire doing better and using their own advantages.Colleges and universities should construct the whole process of cost management organization and system.Cost management in all stages should realize the positive interaction and organic link.The investment effects should be optimized.
