摘要
我国农村最低生活保障制度是国家为保障收入低于最低生活保障线、难以维持基本生活的农村贫困人群,按最低生活保障线标准提供维持其基本生活的物质救助制度。我国农村最低生活保障制度运行近四年来,在维护我国农村社会稳定、保障农村贫困群众基本生活等方面发挥了巨大效用。但其运行中也存在一些突出的矛盾和问题,需要进行政策措施上的改进和完善,使其为构建和谐社会发挥更大的作用。
Rural subsistence allowance system is a national system which aims to help those whose income is under the poverty line and who can not maintain the basic living in rural areas in China.According to this system,those who need help will be provided with material assistance by the standard of minimum living.It has been almost four years since this system was implemented.The system contributes a lot to the maintenance of social stability,protection of basic livelihood of rural poor people,and so on.However,there are some outstanding contradictions and problems during its operation.So it is urgent to take measures to improve it for building a harmonious society.
