摘要
公平性一直是当前全球各国在CO2减排问题上最具争议的焦点。针对当前碳排放公平性研究中选取的衡量指标不够公平全面的问题,本文选取国土面积、人口、生态生产性土地面积和当前化石能源探明储量四个自然社会环境指标,用基尼系数评价了从工业革命开始至2006年,G20主要国家CO2累计排放量基于本国各指标的公平性程度。结果显示,基于该四项指标的基尼系数均处在不公平和非常不公平状态。从多个视角评估和提高全球碳排放权分配方案的公平性,有助于促成全球碳减排行动的尽早全面实施。
Fairness is one of the most disputed focuses on the current global reduction of carbon emissions.This paper selected four natural and social indicators including land area,population,ecological capacity and the current proven reserves of fossil fuels,to evaluate the fairness of total CO2 from industrial revolution to 2006 based on each indicator with Gini coefficient among the main countries in G20.The results showed that,these four Gini coefficients based on each indicator are in inequitable or extremely inequitable range.Improving the fairness of global carbon emissions allocation approaches from multiple perspectives will promote the implementation of the reduction of carbon emissions as soon as possible.
