摘要
基于残疾人群体内部的需求异质性与既有制度安排一般性间的矛盾,选择农村重度残疾人作为调查研究的对象,通过随机抽取吉林省十县(市、区)农村中的93356名重度残疾人作为样本,对农村重度残疾人的社会保障问题进行了实证研究。研究表明,农村重度残疾人社会养老保障存在资金需求缺口严重、社会保障需求与社会保障覆盖率失衡、社会保障制度设置与社会保障需求预测错位等问题。以此为基础,提出转变政府相关部门对重度残疾人实施社会保障的观念、加大对农村重度残疾人社会保障资金投入、加强农村重度残疾人社会保障事务管理、提高农村重度残疾人社会保障的制度化水平、加强法制建设等对策建议。
This article select the severe disabled in rural areas as the research object.By research of old-age security and related aspects with 93356 severe disabled in rural of 10 counties（cities,districts） in Jilin Province,we found social security coverage of with severe disabled in rural areas is too low,the social security system needs to set out the practical needs.Then we put forward to protect the legitimate rights and interests of severe disabled in rural areas,increase them into the social security funds for severe disabilities in rural area,strengthen the management of social security for people with disabilities,establish and moderate a sound social security system and regulations for severe disabled people in rural areas.
