摘要
在地缘、经济、习俗、利益等多元因素的交互作用下,甘肃省毒品犯罪的表征自有特质。如欲架构该省毒品犯罪治理模式,须准确解读禁毒方针之旨趣,实施综合治理,从大力开展"无毒社区"建设、积极运用宽严相济刑事政策、绝对禁止非法种植涉毒原植物、坚决杜绝"以罚代刑"现象、加速发展地方经济,以及充分发挥宗教重要作用等界面规制毒品犯罪。
Owing to the interaction of multiple factors such as geography, economy, customs and interests, drug-related crimes in Gansu Province have their own special characteristics. In order to construct govern- ance model of drug-related crimes in Gansu Province, comprehensive management has to be implemented based on accurate and objective interpretation of anti-drug policies. To severely crackdown drug crimes, the combinations of following methods should be used： putting great efforts to build ＂drug-free community＂, actively using the criminal policy of combining punishment with leniency, absolutely prohibiting the illicit cultivation of drug-related indigenous plants, eliminating the phenomenon of substituting administrative for legal penalties, accelerating the development of local economy, and giving full play to the important role of religion.
