摘要
教学科研机构应不断地改进教学内容和教学方式,这一原则已为高等院校所接受,并被明确地写进某些高校法规中。例如,联邦德国的各州都有这样的法律规定。教学结构与教学内容、教学方式必须适应不断变化的时代要求,这一道理在此毋庸赘述。引进新技术,应用现代化技术手段,合理地利用人力资源,推广科研成果和试点经验,所有这些因素都迫使我们必须不断地评价并改进各学科,特别是应用学科的教学方法。这一原则当然也适用于图书馆学教育。因为这个学科十分重视所学知识的实用价值。这主要是由于图书馆的任务总是在不断地变化。
The common trend of the development of library economy in countries of the world in the last 20years is a trend of paying much attention to non-book materials and putting the computers into opera-tion as well as laying strss on the functions of information.To keep abrest of this trend,the library e-ducation has put emphasis on training and bringing up personnel of what is called 'Jack of all tradesand master of none',and at the same time,in-service training has been stressed.As early as 1977,apurposal of holding a meeting on in-service training was put forward,In 1985,the conference on the professional training of library and information sciences was held in Chicago,U.S.A.It was the firstone dealing with this subject inthe world.The library education and in-service training of librariansdepartment of IFLA had prepared a directory on education of library and informations sciences in thesame year.An in-service training group was set up in 1986 under IFLA and in 1987,the ThirteenBureau,which was responsible for information matter,of the European Communities sponsored andheld a hearing into the problems of librarians in Luxemburg,stressing that the job of library educationshould be well done.Also in 1987,IFLA held in London an international symposium on the coordina-tion of the training and education of library,information and archive professionals.In 1988 when thetenth anniversary of the founding of the centre for training librarinans of Slavic-speaking countriescame,there was another international on in-service training held in Czechoslovak.For the content ofeducation,the Conference put stress on the scientific way of library management,and a proposal wasmade to run a pilot scheme on a speciality of library management,to offer courses on what the tradi-tional library education had ignored,such as,courses on planning,organing and leading the profes-sional work and public relations,etc.so as to train the qualified personnel required by libraries,archives and professional information agencies.As early as 1986,as a mat
