摘要
2010年6月,我国颁布实施了《国家中长期人才发展规划纲要(2010-2020年)》,提出鼓励地方结合自身实际建立与国际人才管理体系接轨的人才管理改革试验区。为了研究各地应该如何结合自身实际建立人才管理试验区,贯彻落实规划纲要精神,本文运用案例研究的方法,分析了福建省建设海峡两岸人才交流合作先行试验区背景、主要做法和成效。本文认为,福建省建设"两岸人才特区"的实践是率先落实人才规划纲要的人才体制机制改革试验区,应该及时总结经验,为各地人才管理体制机制创新提供经验借鉴。
China issued a "Medium and Long-term Talent Development Plan(2010-2020)" in June 2010,noting that local governments need to establish "experimental zones" of human resource management reform in accordance with the international human resource management system as well as the local situation.In order to study how to achieve this goal,the article adopts a case study approach,analyzing the background,main approaches and outcomes of the "experimental zone" of cross-strait human resource cooperation in Fujian province.The practice of "cross-strait talents special zone" in Fujian province pioneers the concept of "experimental zones" of human resource system and mechanism reform stated in the "Medium and Long-term Talent Development Plan",therefore,the experience should be studied in time and be utilized to stimulate creativity in human resource system and mechanism reform in a wider context.
