讨论了影响训练保障费用分配的因素，明确了训练保障费用分配的原则，给出了训练保障费用分配的模型．
In this paper, the factors, which have influence on the funds assignation in the training safeguard, are discussed. The principle of the funds assignation in the training safeguard is explained, and its mathematical model safeguard is put forward.
