摘要
五里湖是太湖流域水污染防治的重点之一,以五里湖21 a水质变化特征,分析水环境治理的3个主要阶段,探明了五里湖水污染的成因,回顾、评价了采取的重点措施及实施效果,总结其成功经验和存在的不足,认为五里湖"十二五"治理应正确处理好的4种关系,提出了"流域控制与湖泊治理相结合,控源与生态修复相结合,治理与管理相结合",政府主导是关键,控源减污是基础(重点面源污染控制),制度创新是保障的五里湖治理总体思路。
Wuli Lake is one of the key areas of water pollution prevention in Taihu Lake.This article based on water quality for twenty-one years changes of Wuli Lake,analyzed three main stages of water environment governance,verified the causes of water pollution,reviewed key measures that had been taken,evaluated the effect of implementation,summarized successful experiences and deficiency still existed,and provided inspiration for ＂12th Five-Year＂ integrated water environment governance focused on four relationships.Technical plan of water environment governance in Wuli Lake includes the concepts of combination of watershed control and lake governance,source control and ecological restoration,governance and management,lead by government as the key,source control and pollution reduction as the base,and system innovation as the guarantee.
