摘要
威宁是一个集深山区、石山区、少数民族聚居区和革命老区为一体的国家级贫困县。在新阶段的中国农村扶贫开发过程中，威宁县根据国家提出的总的奋斗目标，立足自身实际，围绕“以解决贫困人口温饱为中心，以调整产业结构实现农民增收为突破口，以改善基本生产生活条件为重点，以提高广大农户综合素质为根本”的构想，大力实施开发式扶贫。探讨和分析威宁县新阶段的农村扶贫开发问题，有助于我们客观地认识在扶贫开发过程中威宁县所取得的成就和面临的难题，寻求走出困境的对策。
Weining is a national poverty county. In the new stage of rural poverty alleviation and development process in China, the implement of development - oriented poverty alleviation is carried out in Weining which based on its own reality and focused on changing the living conditions in order to improve the overall quality of the majority of farmers.
