摘要
近些年来,随着公共部门规模的日益扩大,其影响在整个社会中也越来越大,对其绩效评估的关注国内外均日益增强。公共部门绩效评估是一项涉及众多利益相关者的系统过程,亟需明晰绩效评估中利益相关者的本质内涵。文章在对绩效评估中利益相关者的概念进行科学、合理界定的基础上,列举出了公共部门绩效评估的主要利益相关者并构建了基于利益相关者的绩效评估模式。
In recent years,with the expansion of the scale of public sector,its influence is getting greater and greater in the whole society,so growing attention has been focused on its performance evaluation at home and abroad.The performance evaluation of public sector,which involves many different stakeholders,is a complicated process.It is necessary to take stakeholders' interests into account.By clarifying the connotation based on the characteristic attribute of stakeholders,this paper defines the conception of stakeholders in the performance evaluation of public sector,and constructs the performance evaluation model based on stakeholders.
