摘要
在清末民初自办铁路的热潮中,陇海铁路各段的自办比较典型,商办洛潼铁路发展缓慢,官商合办西潼铁路无策,官办开徐海清计划落空。陇海铁路各段自办都陷入了筹款困难的境地,中央和地方也在筑路权责上相互推诿,最后在干路国有政策下掀起新一轮借款筑路的高潮。
In the boom of self-construction of railway,at the end of Qing Dynasty and the Republic's beginning,each section of the Longhai railway was typical.The private companies' railway of Luotong railway developed slowly.There was no policy for government-private Xitong railway.The official Kaixuhaiqing plan came to nothing.Each section of the self-management of Longhai railway is difficult to collect enough money.The central and local governments both avoided their responsibility of building the railway.At last,on the policy of main railways belonging to the state,a new round of road building by Loan came into being.
