摘要
全球经济发展呈现出很强的区域化特征,竞争也从企业间竞争向产业集群间竞争演化。在实践层面上,联合国工业发展组织、世界银行等机构大力推动产业集群战略在第三世界地方公共政策中的实践,很多国家的地方政府把公共政策的重点转向了促进地方产业集群的培育、发展和升级。这样,发展地方产业集群就成为提高国家竞争力的一种政策措施。在理论层面上,产业集群竞争力已成为一项世界性的热门研究课题,必然要求深入研究影响其竞争力的各种因素。
The global economic development presents a very strong regional characteristic and competition is developed from enterprise competition to industrial competition.In practical level,United Nations Industrial Development Organization,World Bank and other organizations implement industrial cluster strategy in the third world and many local governments try to promote local industrial cluster.Therefore,the development of industrial cluster becomes a political measure to promote national competence.On theoretical level,industrial cluster competence requires more profound researches.
