摘要
以江苏省连云港市为例,对基层水利服务体系建设进行思考和探索。主要从连云港市水利(水务)站基本情况、发展成效、存在问题、对策措施等四个方面进行论述。重点分析了水利站在机制、经费、人才等三个方面存在的问题,并从连云港市新一轮水利改革发展的全局高度对其进行审视。在此基础上,提出从整合资源、以人为本、多元推动等三个方面,进一步加强基层水利(水务)站建设。
This paper is an exploration and reflection on the development of basic level water resources service system of Lianyungang City in Jiangsu Province.Discussions are made on four aspects of water stations in Lianyungang City： basic information,development result,existing problems and countermeasures.Focuses are given to problems in mechanism,funds and human resources,while a review of these problems is also made from the holistic perspective of the new round of water resources reform and development of the city.Based on the analyses,proposals are put forward on resources integration,principle of human foremost and promotion with multiple methods to enhance development of basic level water stations.
