摘要
我国是农业大国,农民养老是我国现代化进程中不容回避、必须解决的问题。《国务院关于开展新型农村社会养老保险试点的指导意见》为全国推行新型农村社会养老保险制度提供了政策平台。新型农村社会养老保险制度正在不断扩大试点但尚未在全国实现全覆盖,对新型农村社会养老保险制度建设中存在的问题与发展对策进行了探讨。
