摘要
我国商业医疗保险的发展经历了初步发展、快速发展及新发展三个阶段。但至今仍然举步维艰,存在发展规模偏小、专业化程度较低、市场严重萎缩、经营困难重重等问题。造成这种困境的最主要的原因是商业医疗保险市场信息不对称而产生的逆向选择和道德风险。破解这些困境的出路在于找到逆向选择和道德风险赖以产生的制度缺陷,消除其产生的制度根源。主要包括:保险公司可参与到医疗服务的全过程中,对商业医疗保险市场中信息不对称进行矫正;调整补充医疗保险的经营方式,重视商业保险的社会管理功能;加强信息平台建设,提高医疗保险经营信息的透明度,等等。
Though the medical insurance in commerce of China has gone through 3 stages of development： initial development,fast development and new development,it is still difficult to take a step,faced with a small scale of development,low level of specialization,serious sagging of its market and multiple difficulties in its operation,etc.The most principal reason for such a dilemma is the reverse choice caused by the dissymmetry of information in this market and morality risks.The way-out for breaking through the dilemma is to find out the institutional defects on which the above choice and risks are based and eliminate the institutional sources,The measures to be taken by insurance companies are to take a part in the whole process of the medical insurance in commerce,to remedy the dissymmetry of information in its market,adjust and supplement the modes of operation in this insurance,attach importance to the role of social management played by this type of insurance,strengthen the construction of the information platform and increase the transparency of the insurance＇s operation,etc.
